It might be related to proxy or native IP you are using.
Check what option you are using for language settings
in fingerprint. Might be that its set up to set locale according
to proxy/native IP.

Or just try to use another fingerprint. Sometimes they act
strangely or have some false data in it. It is rare but it happens
sometimes with fingerprints.
