Simple questions about CPU skip frames

Hi, ive been using it, been a fan, but i must know if sometimes it isnt counter productive
- sometimes it slows the browser way too much, depending on page i think, why? when its safe to use it without slowing the project down?
- will it slow project if i only do file download and dont load a page?
- this action is useless if browser is closed?
i dont know why but i feel like its slowing the project andmybot takes much longer to complete
