If you have multiple browser threads then you can add a date column in database for each account. When some action is finished then you can add 30 minutes to the date now and add it to the database of that particular account. Then add a check condition in the beginning of the thread which checks if the current date is less or greater than the database date. If it is greater that means there is still time left and then close that thread without opening browser.

it may be complex issue, there are bunch of clear and hidden things that can go wrong this way, so you supposed to understand what are you doing each step and how it work
but in short - I checked a random fingerprint through the BAS and it worked with no problem
but i've downloaded fingerprint to my computer and run it from there, I am not sure which way exactly you going
did you checked access to google through your proxy but without fingerprint? one of the hundreds possible issue - your proxy provider blocking google domain

Try to load the page https://www.google.com in BAS, the latest version is 26.5.1
