Do you confirm, that you checked everything on your side? E.g.:
every account registered with unique IP address
your proxy provider do not share ip address with many customers.
you using any trusted emails like gmail
you try to using "continue with gmail or Apple"

you do not using any mobile fingerprints. I asked you because it works not as expected due the nature of mobile world.
every thread in BAS starts with new fingerprint/profile and you double check it. And you destroy your current browser profile after something failed with account creation to make sure you working with clean fingerprint and profile. Or you just close current thread.

I'm not very experienced with BAS, but experienced with other tools. I strongly suggest for you to change everything for testing. Because you do not know what failed:

BAS . There are many tools like BAS in internet. Not cheap, but we have it.
P.S.
In fact, many resources trusted mobile proxies, I do not know why, it is just a fact. Have to try. I suggest it for you because if something failed on BAS side, with mobile proxies it can be fixed. I understand that this logic might be looks very strange.
