How convert html article to post article on genovis or similar website

I want to crete script that submit article to web 2.0 website like genovis and evernote, the problem is bas only post plain text to this website, so when i use html tag on website to create post with live link it will post all article include html tag, is there any way to post to this type of website, sample script i create is included on this post0_1565623194363_newproblem.xml

Any help ?, regullar way i copy and paste word text formated document into the website, but in bas i cant read .doc file or .rtf file so i only get txt format text, and its not work if you want to post live link with anchor text
