Not able to Use Proxy

Hi
So i have 2 Internet connections, both are 4g mobile connections, from 1 connection proxy binding is working perfectly and i am able to use proxies. But for 2nd connection proxy never connects, when i try to use load page action of BAS it just move onto next action instantly. Does anyone know what can be the problem and solution ?

Thank you, i have used proxies in the past. I think the problem is with my ISP because 1st internet connection same proxy setting is working but for the other it is not.
