Yes, you should install this package in your operational system context (like "npm install...." from windows cmd). After that, you can execute CLI commands from anywhere, including BAS.

@Fox btw is there any built in "standard" variable where I can access my external proxy IP (as BAS automatically checks proxy when it is set in browser action)? So I don't need to make additonal http-request to special proxychecker api?
