Переустановил win10 и теперь в режиме записи BAS выполняет проект минут 10 вместо ~20 сек.

Какие из этих https://www.microsoft.com/net/download/windows обязательно нужно установить?

@Revers Отключи дефолтный антивирь. Или установи сторонний, добавив BAS в исключения.
