Guys i have some problems with this waiter..
What im trying to do is to make a script to wait, lets say when on site appears word "ok" or "not ok" Ive tried it in visual composer and ended with something like this
("ok") || ("not ok") - but its not working

No, for resources created via user interface, as far as I know, there is no such possibility.
You can safely use any loop with 'ignoring errors' inside, if you need to wait for adding elements.
