    TIME ZONE MODULE - is designed to adjust the location according to the ip-address, coordinates, time zone and other properties. Usually not used in practice, as it is replaced by an action block called "Proxy".     Посмотри как это сделал тот же радион, там у тебя фактически только стоит оборудование, но без доступа к софтовой его части.
    Т.е тот же ребут модема происходит через удаленное подключение к веб интерфейсу модема и подмена p0f на маршруте твоего сервера
