I think you are using OneDrive which causes issues like this sometimes, try to extract project in folder which is out of scope of OneDrive
I can't download cloud when packing tool. I sent to several machines, some work, some don't.

It can be loaded via chrome://extensions/, but the folder cannot be selected when Load unpacked is said.
Edit : Sorry ! I have just found "run process" Problem solved !
