is BAS can use proxy by URL?

example:
bablosoft.com/proxylist

111.111.111.111
111.222.222.222

so when user opens "bablosoft.com/proxylist"

he will see

111.111.111.111
111.222.222.222

how can I use these list to randomly get any proxy from the list from URL?

the "bablosoft.com/proxylist" refresh every 30 secs so should i also check that or reload periodically? whats the difference sir? also what is greedy algo?
